Riverside County's MMIC Program is a result of California's Compassionate Use Act of 1996

California’s Compassionate Use Act of 1996 was enacted by ballot Proposition 215 to ensure that seriously ill Californians have the right to obtain and use marijuana for medical purposes where that medical use is deemed appropriate and has been recommended by a physician. As the initiative did not elaborate the regulatory system required to oversee such activities, the application of the law has been a patchwork of haphazard solutions. While we have yet to see a uniform, statewide application of regulation, Riverside County has assembled one of the first programs in the nation to issue ID cards to identify those people who meet state requirements to receive and use medical marijuana.
